香港特别行政区政府环境保护署（以下简称“香港环保署”）在2026年5月29日公布，经公开招标程序，瀚蓝成功投得“为新界西北废物转运站提供营运服务”5年期合约（合约金额约4.77亿港元），2026年9月开始接手运营。获得本合约后，瀚蓝在香港的废物转运业务总设计规模达3131吨/日，占香港废物转运市场总设计量逾30%。

On May 29, 2026, the Environmental Protection Department of the Government of the Hong Kong Special Administrative Region (the “EPD”) announced that, through an open tender process, Grandblue had successfully secured the five-year contract for the “Provision of Operation Services for North West New Territories Transfer Station,” with a contract value of about HK$477 million. Operations are scheduled to commence in September 2026. Following the award of this contract, Grandblue’s total designed waste transfer capacity in Hong Kong reaches 3,131 tons per day, accounting for over 30% of the total designed capacity of Hong Kong’s refuse transfer market.

去年12月，生态环境部等七部门联合印发《粤港澳大湾区美丽中国先行区建设行动方案》，要求到2030年生态环境治理体系和治理能力现代化基本实现，大湾区美丽中国先行区基本建成。

In December last year, the Ministry of Ecology and Environment and six other ministries jointly issued the Action Plan for Building the Guangdong-Hong Kong-Macao Greater Bay Area as a Pilot Zone for the Beautiful China Initiative, which calls for basically achieving the modernization of the ecological and environmental governance system and governance capabilities by 2030 and basically completing the development of the Greater Bay Area as a pilot zone for the Beautiful China Initiative.

In June 2025, Grandblue completed its acquisition of Canvest Environmental Protection, successfully entering the Hong Kong environmental governance services market and taking over the operation of the North Lantau Transfer Station (NLTS) and Outlying Islands Transfer Facilities (OITF) project (a 10-year contract with a value of approximately HK$2.8 billion, in which the Company holds a 65% controlling stake). Following the completion of the acquisition, Grandblue has placed great strategic importance on the Hong Kong market, leveraging its full-chain service advantages in environmental services. Through efficient integration of internal resources and targeted support, the Company is systematically expanding its Hong Kong business, committed to delivering high-quality services for ecological and environmental development in the Greater Bay Area. The participation in the operation of Hong Kong’s environmental infrastructure reflects Grandblue’s responsibility and commitment as a state-controlled environmental enterprise in the Greater Bay Area to serve Hong Kong’s green transition and to elevate the level of infrastructure operations.

香港新界西北废物转运站坐落于屯门顺达街（邻近蓝地），是香港7个废物转运站网络之一。作为香港废物管理策略的重要组成部分，该站设计处理规模约1320吨/日，服务人口约120万，主要负责接收屯门及元朗两个地区的都市固体废物，并统一转运至新界东北填埋场或其他指定填埋场进行后续处置。新界西北废物转运站有效减少了小型垃圾车长途运输对交通和环境造成的滋扰，是保障区域环境卫生、支撑城市可持续运行的重要民生配套工程。

The North West New Territories Transfer Station is located on Shun Tat Street in Tuen Mun (adjacent to Lam Tei), and is one of the seven refuse transfer stations in Hong Kong’s network. As an important component of Hong Kong’s waste management strategy, the station has a designed handling capacity of approximately 1,320 tons per day, serving a population of about 1.2 million. It is mainly responsible for receiving municipal solid waste from the Tuen Mun and Yuen Long districts and consolidating its transfer to the North East New Territories Landfill or other designated landfills for subsequent disposal. The North West New Territories Transfer Station effectively reduces the traffic and environmental nuisance caused by the long-haul transport of small refuse collection vehicles. It is a key livelihood-supporting facility that safeguards regional environmental sanitation and underpins the sustainable operation of the city.

此次合约的获得，将进一步扩大瀚蓝在香港废物转运领域的业务辐射范围，并与现有运营的北大屿山废物转运站及七个离岛废物转运设施业务形成协同效应，进一步提升服务保障水平。该项目采用按吨收费、按月结算的付费机制，营运收入根据每月经认证的废物处理吨位支付，收费与服务量直接挂钩，结算方式清晰，有助于形成稳定、可持续的现金流。

The award of this contract will further expand Grandblue’s refuse transfer business in Hong Kong and create synergies with its existing operations at the North Lantau Transfer Station and the seven Outlying Islands Transfer Facilities, further strengthening its service capabilities. The project adopts a pay-per-ton, monthly-settlement payment mechanism. Operating revenue is paid based on the monthly certified tonnage of waste handled, with charges directly linked to service volume. This settlement arrangement is clear and transparent, helping to generate a stable and sustainable cash flow.

Tailored to the high-density urban environment of Hong Kong, it will continuously optimize the operation of the transfer station to reduce odor, noise, and traffic impacts on surrounding communities, dedicated to elevating the service standards of the transfer station and the environmental quality of the surrounding area. At the same time, the Company will draw on its accumulated experience in resolving the “NIMBY” effect from past solid waste projects, actively engaging with the local community where the project is located, attending closely to the concerns of residents and the HKSAR Government, providing long-term and stable services, and contributing to social harmony and stability.

此前，瀚蓝通过并购粤丰环保，承接北大屿山废物转运站及离岛废物转运设施设计－建造－营运（DBO）服务项目（设计规模1811吨/日），在废物转运站营运管理、设施升级改造及本地法规适配等方面积累了实践经验，在香港树立了良好的声誉。

Previously, through the acquisition of Canvest Environmental Protection, Grandblue took on the Design-Build-Operate (DBO) service contract for the North Lantau Transfer Station (NLTS) and Outlying Islands Transfer Facilities (OITF) (with a designed capacity of 1,811 tons per day). The Company has accumulated hands-on experience in refuse transfer station operation and management, facility upgrading and refurbishment, and adaptation to local regulations, earning a strong reputation in HongKong.

北大屿山废物转运站及离岛废物转运设施以现代化转运设施与智能调度系统为核心，针对香港离岛众多、人口分布不均的地理特点，以及高度关注环境保护的社区文化，构建了集约高效的跨区域垃圾转运体系，将分散于各离岛及偏远地区的垃圾高效转运至新界西堆填区或其他指定填埋场处置，既大幅提升香港垃圾转运效率与环保水平，又最大程度减少了运输对居民生活及自然景观的干扰，是香港特区政府推动“减少废物、资源循环”战略的关键基础设施之一。

Centered on modern transfer facilities and intelligent dispatch systems, the NLTS and OITF address the geographic characteristics of Hong Kong’s numerous outlying islands and unevenly distributed population, as well as the community’s strong commitment to environmental protection. The project has established an intensive and efficient cross-regional waste transfer system, efficiently consolidating waste from scattered outlying islands and remote areas and shipping it to the West New Territories Landfill or other designated landfills for disposal. This not only substantially enhances Hong Kong’s waste transfer efficiency and environmental performance, but also minimizes the disruption that transport activities cause to residents’ daily lives and the natural landscape. It stands as one of the key pieces of infrastructure supporting the HKSAR Government’s strategy of “waste reduction and resource recycling.”

项目是全港首个引入在线PM2.5空气质量监测系统的废物转运项目，有效降低对周边社区空气质量的影响，保障居民健康。此外，项目还将逐步淘汰现有柴油动力集装箱船，全面替换为全电动集装箱船。作为首批在香港地区投用的全电动垃圾转运船舶，此举在显著提升能源利用效率的同时，有效实现碳排放削减。

The project is the first refuse transfer project in Hong Kong to introduce an online PM2.5 air quality monitoring system, effectively reducing impacts on the air quality of surrounding communities and safeguarding residents’ health. In addition, the project will progressively phase out existing diesel-powered container vessels and fully replace them with all-electric container vessels. As the first batch of all-electric refuse transfer vessels to be deployed in Hong Kong, this move significantly enhances energy efficiency while effectively reducing carbon emissions.

Grandblue brings more than 20 years of investment, construction, and operating service experience across environmental services—including solid waste treatment, energy, water supply, and drainage. To date, Grandblue has provided high-quality services across 20 provinces, autonomous regions, and municipalities in China (including Hong Kong), 53 prefecture-level cities, and 78 counties and districts, as well as Bangkok, Thailand. The successful practice of the “Grandblue Model”—a vertically and horizontally integrated full-industry-chain approach to solid waste management—has become a benchmark for the industry. In refuse transfer station operations, the Company operates dozens of transfer stations with a combined waste compression and transfer capacity of over 9,000 tons per day. Of these, 11 refuse transfer stations have been built and are operated in Nanhai District, Foshan City, covering 7 towns and subdistricts across more than 1,000 square kilometers, with a daily waste transfer capacity of over 5,000 tons. Through digital tools, Grandblue has achieved efficient and intensive management of its transfer stations. The Company has built an information system for centralized, multi-site, intensive control and operation of municipal solid waste—the first of its kind in China—which has been recognized as a “Municipal Public Utility Science and Technology Demonstration Project” by China’s Ministry of Housing and Urban-Rural Development. The Smart City Steward Platform, independently developed by Grandblue, scientifically and rationally dispatches collection and transfer vehicles, dynamically plans collection and transfer routes, and optimizes driving paths to avoid congestion.
